Sacramento man indicted on federal child sexual exploitation charges

A Sacramento man has been indicted by a federal grand jury on two counts of sexual exploitation of children. Roland Edward Bain, 40, is accused of sexually exploiting two minors—one between 2021 and 2023, and another in 2024—according to court documents. U.S. Attorney Eric Grant announced the indictment Thursday.

Bain is currently being held in state custody on related charges.

The investigation was conducted by the Internet Crimes Against Children Task Force, the Sacramento Police Department, and the Federal Bureau of Investigation. Assistant U.S. Attorney Douglas Harman is prosecuting the case.

If convicted, Bain could face up to 30 years in prison for each count and a $250,000 fine. Sentencing would be determined by the court after consideration of statutory factors and federal guidelines. The charges are allegations at this stage; Bain is presumed innocent until proven guilty beyond a reasonable doubt.

The case falls under Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice aimed at combating child sexual exploitation and abuse. Project Safe Childhood coordinates resources from federal, state, and local agencies to prosecute offenders and identify victims.
