Plaintiffs allege County Law Enforcement Violated Constitutional Rights with Excessive Force

A shocking lawsuit has been filed in Sacramento County, California, alleging egregious misconduct by local law enforcement. On November 25, 2025, Daniel J. Kirsch and Megan Hall lodged a complaint against the County of Sacramento, claiming that they were victims of excessive force and unlawful actions by sheriff’s deputies at their own home.

The case revolves around an incident on March 6, 2025, when Kirsch and Hall were allegedly attacked by employees of the Sacramento County Sheriff’s Office. According to the complaint, these officers entered the plaintiffs’ residence without a warrant or probable cause and proceeded to physically assault them. The plaintiffs assert that they were beaten severely enough to require extensive medical treatment and hospitalization. Following this alleged assault, Kirsch and Hall claim they were forcibly restrained, handcuffed, and taken to jail despite their injuries and pleas for medical attention.

Kirsch and Hall accuse the County of Sacramento of several violations including unreasonable seizure under the Fourth Amendment, excessive use of force, negligent hiring practices, assault, battery, false imprisonment, intentional infliction of emotional distress, and violation of California Civil Code Section 52.1. They argue that the sheriff’s deputies acted without any lawful justification or suspicion of criminal activity on their part. “The manner in which Defendants seized, assaulted, battered and restrained Plaintiffs was patently unreasonable,” states the complaint.

The plaintiffs are seeking significant compensation for their alleged suffering. They demand general damages exceeding $1 million for physical injuries as well as mental anguish. Additionally, they seek punitive damages against individual defendants involved in the incident for acting “maliciously” with “reckless disregard” for their constitutional rights. The complaint also calls for treble compensatory damages under California Civil Code § 52.1 due to the nature of the violations claimed.
