A complex web of alleged financial deception and fraudulent business practices has emerged in a lawsuit filed by Michael L. Levin, both individually and as trustee of the Michael L. Levin 2012 Revocable Trust, along with Nancy S. Bloom. The complaint was lodged on September 8, 2025, in the Superior Court of California, County of San Francisco against Sun Pacific Mortgage & Real Estate and several other entities and individuals.
The plaintiffs, Michael L. Levin and Nancy S. Bloom, accuse Sun Pacific Mortgage & Real Estate, along with SPP Investments Inc., eMortgageGuys Inc., Val Com Real Property Appraisals (also known as Val-Com Appraisal), Victoria Sandoval, Kendrick Walker, Timothy Louis Baudis, and additional unnamed defendants (Does 1-100) of intentional misrepresentation, negligent misrepresentation, fraudulent inducement, and unfair business practices under California’s Business and Professions Code §17200.
According to the complaint, the plaintiffs were drawn into a series of real estate transactions based on misleading appraisals conducted by Val-Com Appraisal at the behest of the broker defendants. The plaintiffs allege that these appraisals significantly inflated the value of a property located at 5873 Mission Street #12 in San Francisco. Initially appraised at $820,000 in March 2022 by Val-Com Appraisal for securing a loan amounting to $525,000 to property owner Noreen Quimson (referred to as Quimson Loan #1), the property’s value was later purportedly reappraised at $1.22 million in October 2022 to support an increased loan amount of $732,000 (Quimson Loan #2).
The plaintiffs claim they relied on these inflated valuations when agreeing to finance these loans but later discovered discrepancies that led them to believe they had been deceived into funding loans based on false premises. They argue that all defendants either knew or should have known about these inaccuracies but proceeded with deceptive intent.
As part of their legal action, Levin and Bloom are seeking various forms of relief from the court including general and special damages according to proof presented during trial proceedings. They also seek punitive damages under Civil Code §3294 for what they describe as oppressive and malicious conduct by the defendants. Additionally, they request restitution from all defendants involved in this alleged scheme alongside disgorgement of any ill-gotten gains obtained through such unfair business practices.
