A Mountain View resident has filed a lawsuit against a prominent credit union, accusing it of mishandling his personal and financial information. Robert Haley Griffin Baker initiated the complaint in the Superior Court of California, County of Santa Clara, on February 23, 2026, targeting the San Francisco Federal Credit Union (SFFCU) and its executives.

The lawsuit arises from an incident dating back to April 2025 when Baker applied for a personal loan with SFFCU. He claims that while he authorized the credit union to access his identifying and credit-related information solely for evaluating his loan application, SFFCU allegedly used this information beyond the disclosed scope. Baker’s concerns grew as he suspected that SFFCU might have retained or used his data for internal records or other institutional processes without transparency or benefit to him. Despite multiple attempts to seek clarification through written correspondence sent by certified mail and electronic delivery starting April 13, 2025, Baker alleges that SFFCU failed to provide any substantive response.

Baker accuses SFFCU and its executives, Ray Shams and Melissa Palwick, of negligence and negligent misrepresentation by omission. He asserts that they had exclusive knowledge of how his information was used but failed to disclose material facts necessary to prevent their silence from being misleading. Additionally, Baker claims violations of the California Financial Information Privacy Act and the California Consumer Credit Reporting Agencies Act. He argues that SFFCU’s actions resulted in unjust enrichment at his expense.

In seeking justice, Baker is requesting declaratory relief to determine the lawful scope of Defendants’ use of his information. He also seeks general and special damages, statutory penalties as permitted by law, restitution and equitable relief, costs of suit, and any other relief deemed just by the court.
