California Attorney General Rob Bonta has issued a statement regarding the proposed acquisition of Warner Bros. by either Paramount or Netflix. The three companies are among the largest in the mass media and entertainment sector, and these merger proposals have raised concerns about increased market concentration, reduced competition, potential negative impacts on workers in the media industry, and limits on creative diversity.

Attorney General Bonta stated: “Further consolidation in markets that are central to American economic life does not serve our economy, consumers, or competition well. In fact, consolidation of markets has led to increased unaffordability, a loss of good-paying job opportunities, and fewer choices for consumers. The film and entertainment industry in California not only has historical importance to our state, it also is a critical sector that buoys the state’s economy of California and touches the lives of Americans daily. The proposed Warner Brothers transactions must receive a full and robust review, and California is taking a very close look. We are committed to fighting market consolidation that we find unlawful.”

The California Attorney General’s office serves as the chief law enforcement authority for the state, focusing on enforcing laws and protecting public rights across areas such as civil rights and consumer protection (official website). It plays an important role within California’s executive branch (official website) and its authority extends throughout the entire state (official website). Rob Bonta currently leads this office (official website).

Antitrust enforcement is described by Bonta as essential for maintaining a healthy economy. He noted that competitive marketplaces supported by antitrust oversight help ensure fair prices for goods and services, provide product variety for consumers, maintain quality standards, and encourage innovation.

As part of efforts to enforce antitrust laws more effectively, the California Department of Justice has introduced an Antitrust Complaint Form allowing individuals to report conduct they believe may violate antitrust regulations.

The Attorney General’s office also advances policies related to civil rights, consumer economic security, environmental justice (official website), promotes transparency through tools like OpenJustice for publishing criminal justice data (official website), and seeks informed public policy development.
