California Attorney General Rob Bonta has joined a multistate coalition urging Congress to advance legislation requiring immigration agents to identify themselves. The proposed law would prohibit agents from wearing masks to conceal their identity, with limited exceptions, and mandate that they show their identification and agency insignia. This initiative is in response to recent practices by Immigration and Customs Enforcement (ICE) agents, which have raised concerns about transparency, accountability, and public safety.

“Transparency and accountability are the foundation of good law enforcement,” stated Attorney General Bonta. He criticized the Trump Administration’s tactics as part of an “inhumane anti-immigration agenda” that ignores risks to public safety and civil liberties. The letter argues that ICE’s current methods pose significant risks by causing confusion about whether individuals are being legally detained or kidnapped.

Former ICE official Scott Shuchart highlighted potential dangers, suggesting these practices could lead to vigilante actions due to uncertainty about the legitimacy of masked agents. While ICE Acting Director Todd Lyons defends mask usage due to harassment concerns, critics argue for less repressive solutions that uphold public safety and justice integrity.

Attorney General Bonta’s letter was co-signed by attorneys general from 19 other states and jurisdictions.
