California Attorney General Rob Bonta has announced the launch of Operation Robocall Roundup, a coordinated multistate initiative aimed at addressing illegal robocalls. The operation is part of ongoing efforts by the Anti-Robocall Litigation Task Force, which includes attorneys general from 51 jurisdictions. As part of this action, warning letters have been sent to 37 voice service providers accused of allowing unlawful robocalls on their networks.
“Robocalls are annoying, can facilitate scams that result in real financial losses for Californians, and can unintentionally cut people off from communication from their loved ones for fear of robocalls. This is a nationwide problem, and we need nationwide solutions,” said Attorney General Bonta. “I am proud to steadfastly continue in this national, bipartisan effort to protect consumers from unwanted robocalls by launching Operation Robocall Roundup. My office is committed to protecting Californians from the risk of financial harm by going after companies who enable illegal robocalls on their telecom networks.”
The targeted providers have reportedly failed to comply with Federal Communications Commission (FCC) regulations regarding government traceback requests or have not registered in the FCC’s Robocall Mitigation Database. Some also lack a plan outlining how they will address illegal robocalls on their systems. These failures have enabled illegal calls to reach consumers through multiple downstream providers.
In addition to sending letters directly to these 37 companies, the task force will notify over 99 downstream providers that receive call traffic from them. This aims to alert those companies about potential risks associated with working with non-compliant providers.
The FCC has recently removed seven of these providers from its Robocall Mitigation Database, effectively barring other telecommunications companies from accepting and routing calls originating from their networks.
The list of companies receiving warning letters includes organizations such as Advantage Investors LLC, DigitalOcean LLC, Family Communication Inc., Flow VOIP LLC, Infinity SIP LLC, Ringnition, SK Teleco LLC, Terra Voip, Voip Torque, Whisl Telecom LLC / Telconus / Telcon US / Telcon Voice among others.
The Anti-Robocall Multistate Litigation Task Force investigates entities believed responsible for high volumes of illegal robocall traffic across the United States.
Attorney General Bonta has previously taken steps against illegal robocalling practices. In April he notified nine companies suspected of transmitting unlawful calls and in March filed an amicus brief supporting new FCC rules intended to limit unwanted robocalls and robotexts by closing loopholes used by lead generators.
Other recent actions include sending warning letters to telecom firms involved in transmitting suspected scam or impersonation calls—including those affecting government officials or targeting election processes—and filing comment letters with the FCC regarding proposed rules and concerns about artificial intelligence’s role in facilitating such communications.
Additionally, the California Department of Justice continues litigation against Avid Telecom for allegedly enabling billions of unlawful robocalls related to Social Security Administration scams and other fraudulent schemes.
